A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the placement and construction of a memorial plaza |
|
|
commemorating the Bill of Rights on the Supreme Court Building |
|
|
plaza. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Chapter 443, Government Code, is amended by |
|
|
adding Section 443.0141 to read as follows: |
|
|
Sec. 443.0141. BILL OF RIGHTS PLAZA. (a) Subject to |
|
|
Subsection (b), the State Preservation Board and the Texas |
|
|
Facilities Commission may: |
|
|
(1) authorize the placement and construction of a |
|
|
memorial plaza commemorating the federal Bill of Rights on the |
|
|
plaza in front of the Supreme Court Building; and |
|
|
(2) jointly determine matters relating to the |
|
|
location, content, design, construction, and maintenance of the |
|
|
memorial plaza on property under the jurisdiction of the board or |
|
|
the commission. |
|
|
(b) Public money may not be used to finance the design or |
|
|
construction of the memorial plaza. |
|
|
(c) The board and the commission may adopt rules necessary |
|
|
to implement and administer this section. |
|
|
SECTION 2. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2019. |
