H.B. No. 2736
 
 
 
 
AN ACT
  relating to the authority of a governmental unit that has withdrawn
  from a regional planning commission to join another regional
  planning commission.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 391, Local Government Code, is amended
  by adding Section 391.016 to read as follows:
         Sec. 391.016.  JOINING COMMISSION AFTER WITHDRAWAL. A
  governmental unit that has withdrawn from a commission under
  Section 391.015 may join another commission that is adjacent to the
  unit if:
               (1)  the transfer is approved by the governing bodies
  of:
                     (A)  the unit; and
                     (B)  the commission the unit wishes to join;
               (2)  the governmental unit submits a written request
  for approval of the transfer to the governor that:
                     (A)  is in the form and manner prescribed by the
  office of the governor; and
                     (B)  demonstrates the transfer furthers the
  purpose of this chapter as described by Section 391.001; and
               (3)  the governor approves the transfer.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
