A BILL TO BE ENTITLED
 
AN ACT
  relating to a grant program for school districts to provide career
  and technology education courses in the summer and to a study on the
  grant program.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter F, Chapter 29, Education Code, is
  amended by adding Sections 29.194 and 29.1941 to read as follows:
         Sec. 29.194.  SUMMER CAREER AND TECHNOLOGY EDUCATION GRANT
  PROGRAM. (a)  From funds appropriated or available for the purpose,
  the commissioner, in cooperation with an appropriate private
  entity, shall establish a grant program to provide funding to
  school districts for career and technology education courses
  offered during the summer. 
         (b)  The commissioner may solicit and accept gifts,
  donations, or other contributions for the grant program established
  under this section.
         (c)  The commissioner may adopt rules as necessary to
  implement this section.
         Sec. 29.1941.  STUDY ON SUMMER CAREER AND TECHNOLOGY
  EDUCATION GRANT PROGRAM.  (a)  From funds appropriated or available
  for the purpose, the commissioner, in cooperation with an
  appropriate private entity, shall conduct a study regarding the
  summer career and technology education grant program established
  under Section 29.194.  The study must analyze:
               (1)  the success of the grant program;
               (2)  the feasibility of expanding the grant program,
  including by funding career and technology education courses
  offered during the summer through the Foundation School Program;
               (3)  the potential demand for career and technology
  education courses during the summer;
               (4)  any future funding needs for the grant program or
  for providing career and technology education courses during the
  summer; and
               (5)  any other matter the commissioner determines
  appropriate.
         (b)  Not later than December 1, 2020, the commissioner shall
  submit to the governor and the members of the legislature a report
  on the results of the study and any recommendations for legislative
  or other action.
         (c)  The commissioner may solicit and accept gifts,
  donations, or other contributions for the study and report under
  this section.
         (d)  This section expires September 1, 2021.
         SECTION 2.  Section 29.194, Education Code, as added by this
  Act, applies beginning with the 2019-2020 school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
