A BILL TO BE ENTITLED
 
AN ACT
  relating to a requirement that the Railroad Commission of Texas
  publish maps of pipeline evacuation zones.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 117.012, Natural Resources Code, is
  amended by adding Subsection (j) to read as follows:
         (j)  The commission shall publish on its Internet website
  maps of evacuation zones for emergencies relating to hazardous
  liquid or carbon dioxide pipeline facilities.  The commission may
  require pipeline facility operators to submit to the commission any
  information needed for the purposes of this subsection.  Each
  evacuation zone map must show:
               (1)  for each pipeline facility, the associated high
  consequence area and surrounding buffer zone; 
               (2)  the roads and bodies of water in the evacuation
  zone;
               (3)  a legend;
               (4)  a linear scale for distance; and
               (5)  a compass rose.
         SECTION 2.  Section 121.2015, Utilities Code, is amended by
  adding Subsection (d) to read as follows:
         (d)  The railroad commission shall publish on its Internet
  website maps of evacuation zones for emergencies relating to gas
  pipeline facilities.  The railroad commission may require pipeline
  facility operators to submit to the commission any information
  needed for the purposes of this subsection.  Each evacuation zone
  map must show:
               (1)  for each pipeline facility, the associated high
  consequence area and surrounding buffer zone; 
               (2)  the roads and bodies of water in the evacuation
  zone;
               (3)  a legend;
               (4)  a linear scale for distance; and
               (5)  a compass rose.
         SECTION 3.  This Act takes effect September 1, 2019.
