A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to a requirement that the Railroad Commission of Texas |
|
|
publish maps of pipeline evacuation zones. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 117.012, Natural Resources Code, is |
|
|
amended by adding Subsection (j) to read as follows: |
|
|
(j) The commission shall publish on its Internet website |
|
|
maps of evacuation zones for emergencies relating to hazardous |
|
|
liquid or carbon dioxide pipeline facilities. The commission may |
|
|
require pipeline facility operators to submit to the commission any |
|
|
information needed for the purposes of this subsection. Each |
|
|
evacuation zone map must show: |
|
|
(1) for each pipeline facility, the associated high |
|
|
consequence area and surrounding buffer zone; |
|
|
(2) the roads and bodies of water in the evacuation |
|
|
zone; |
|
|
(3) a legend; |
|
|
(4) a linear scale for distance; and |
|
|
(5) a compass rose. |

SECTION 2. Section 121.2015, Utilities Code, is amended by |
|
|
adding Subsection (d) to read as follows: |
|
|
(d) The railroad commission shall publish on its Internet |
|
|
website maps of evacuation zones for emergencies relating to gas |
|
|
pipeline facilities. The railroad commission may require pipeline |
|
|
facility operators to submit to the commission any information |
|
|
needed for the purposes of this subsection. Each evacuation zone |
|
|
map must show: |
|
|
(1) for each pipeline facility, the associated high |
|
|
consequence area and surrounding buffer zone; |
|
|
(2) the roads and bodies of water in the evacuation |
|
|
zone; |
|
|
(3) a legend; |
|
|
(4) a linear scale for distance; and |
|
|
(5) a compass rose. |
|
|
SECTION 3. This Act takes effect September 1, 2019. |
