A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to mental health training for public school educators. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter A, Chapter 38, Education Code, is |
|
|
amended by adding Section 38.041 to read as follows: |
|
|
Sec. 38.041. MENTAL HEALTH TRAINING. (a) The commissioner |
|
|
shall approve a course of instruction for educators that provides |
|
|
not less than four hours of mental health training. |
|
|
(b) The commissioner by rule shall require each educator to |
|
|
complete the course of instruction approved under Subsection (a) |
|
|
during the week before the first day of classes. |
|
|
(c) The agency may provide the course of instruction |
|
|
required by this section using funds available for that purpose. |
|
|
SECTION 2. Not later than January 1, 2020, the commissioner |
|
|
of education shall adopt rules required by Section 38.041, |
|
|
Education Code, as added by this Act, regarding educator mental |
|
|
health training. |
|
|
SECTION 3. This Act applies beginning with the 2019-2020 |
|
|
school year. |
|
|
SECTION 4. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2019. |
