A BILL TO BE ENTITLED
 
AN ACT
  relating to an allotment under the public school finance system for
  certain students whose parent or legal guardian has been
  incarcerated.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 42, Education Code, is
  amended by adding Section 42.169 to read as follows:
         Sec. 42.169.  ALLOTMENT FOR STUDENTS WITH INCARCERATED
  PARENT. For each student who has a parent or legal guardian who has
  been incarcerated in a penal institution, as defined by Section
  1.07, Penal Code, during the school year for which the allotment is
  provided, a school district is entitled to an annual allotment
  equal to the district's adjusted basic allotment multiplied by 1.1.
         SECTION 2.  This Act takes effect September 1, 2019.
