A BILL TO BE ENTITLED
 
AN ACT
  relating to the requirements for an honorably retired peace officer
  to obtain a license to carry a handgun.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 411.199, Government Code, is amended by
  adding Subsection (b-1) to read as follows:
         (b-1)  An applicant under this section is not required to
  complete the handgun proficiency course described by Section
  411.188 to obtain a license under this subchapter if the applicant:
               (1)  complies with Subsection (b) and the other
  requirements of this subchapter; and
               (2)  submits the application not later than the fifth
  anniversary of the applicant's date of retirement from the law
  enforcement agency.
         SECTION 2.  The change in law made by this Act applies only
  to an application to obtain a license to carry a handgun submitted
  on or after the effective date of this Act. An application
  submitted before the effective date of this Act is governed by the
  law in effect on the date the application was submitted, and the
  former law is continued in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2019.
