A BILL TO BE ENTITLED
 
AN ACT
  relating to a reporting requirement for public schools regarding
  instructional materials and technology.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 31.004, Education Code, is amended by
  adding Subsections (c) and (d) to read as follows:
         (c)  As part of the annual certification required under
  Subsection (a), each school district and open-enrollment charter
  school shall prepare a list that specifically identifies the
  instructional materials provided to each student by the district or
  school that cover each element of the essential knowledge and
  skills.
         (d)  The commissioner shall adopt rules as necessary to
  implement this section. The rules must include the format in which
  each school district and open-enrollment charter school must
  provide the list required under Subsection (c).
         SECTION 2.  This Act applies beginning with the 2019-2020
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
