A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the allocation of funds under the Jobs and Education for |
|
|
Texans (JET) Grant Program. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 134.004, Education Code, is amended by |
|
|
adding Subsection (c) to read as follows: |
|
|
(c) The commission shall allocate at least 25 percent of the |
|
|
funds available for grants under this chapter in a state fiscal year |
|
|
to grants to public junior colleges, public technical institutes, |
|
|
public state colleges, and independent school districts all or part |
|
|
of which are located in a county that has an unemployment rate that |
|
|
is greater than the state average unemployment rate, a per capita |
|
|
income that is less than the state average per capita income, and a |
|
|
per capita poverty rate exceeding 1-1/2 times the per capita state |
|
|
poverty rate. The commission shall adopt rules to administer this |
|
|
subsection, including for identifying entities that qualify for |
|
|
grants under this subsection. |

|
SECTION 2. This Act applies beginning with grants awarded |
|
|
for the state fiscal year that begins September 1, 2020. |
|
|
SECTION 3. This Act takes effect September 1, 2019. |
