A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to state agency energy savings programs. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Chapter 447, Government Code, is amended by |
|
adding Section 447.014 to read as follows: |
|
Sec. 447.014. STATE AGENCY ENERGY SAVINGS PROGRAM. (a) |
|
Each state agency shall develop and submit to the state energy |
|
conservation office and the Legislative Budget Board a plan to: |
|
(1) conserve energy, including reducing the use of |
|
electricity, gasoline, and natural gas by at least 10 percent by |
|
December 1, 2020; |
|
(2) reduce greenhouse gas emissions by 40 percent by |
|
2030; and |
|
(3) obtain up to 25 percent of the energy used by the |
|
agency from carbon-free sources, including wind or solar energy, by |
|
2030. |
|
(b) A plan described by Subsection (a) must project fiscal |
|
savings associated with the plan and a percentage of overall carbon |
|
emissions reduction. |
|
(c) Each state agency shall submit quarterly to the state |
|
energy conservation office and the Legislative Budget Board a |
|
report describing progress towards implementing the plan described |
|
by Subsection (a) and any additional ideas for energy savings. |
|
SECTION 2. (a) Not later than January 1, 2021, each state |
|
agency shall deliver to the state energy conservation office and |
|
the Legislative Budget Board the plan required by Section |
|
447.014(a), Government Code, as added by this Act. |
|
(b) Not later than April 1, 2021, each state agency shall |
|
deliver to the state energy conservation office and the Legislative |
|
Budget Board the first quarterly report required by Section |
|
447.014(c), Government Code, as added by this Act. |
|
SECTION 3. This Act takes effect September 1, 2019. |
