CONCURRENT RESOLUTION
         WHEREAS, Glen Hackler retired as the city manager of Andrews
  on July 1, 2018, drawing to a close an outstanding career in city
  management that has spanned more than three decades; and
         WHEREAS, A longtime West Texas resident, Glen Hackler first
  assumed the office of Andrews city manager on April 2, 2001; during
  his 17 years at the helm, the city pursued a number of vital
  community reinvestment projects, which ranged from renovating
  local swimming pools to establishing a senior citizens activity
  center; moreover, Mr. Hackler oversaw the completion of the city's
  state-of-the-art water treatment plant as well as a new public
  safety building and a central fire station; and
         WHEREAS, Before joining municipal government in Andrews,
  Mr. Hackler served as assistant and deputy city manager in Midland,
  where he played an instrumental role in the construction of a
  terminal at Midland International Airport and in the initial zoning
  and development of land along Loop 250; he previously held the
  position of Pampa city manager, and in the course of his notable
  tenure there, he was responsible for the establishment of
  Recreation Park and the Hidden Hills Golf Course; and
         WHEREAS, A graduate of Texas Tech University, Mr. Hackler
  holds a bachelor's degree in business administration, a master's
  degree in public administration, and a doctor of jurisprudence; and
         WHEREAS, Glen Hackler's adept and forward-looking leadership
  helped guide Andrews through a transformative period in its
  history, and his many valuable contributions will continue to
  resonate well into the future; now, therefore, be it
         RESOLVED, That the 86th Legislature of the State of Texas
  hereby congratulate Glen Hackler on his retirement as Andrews city
  manager and extend to him sincere best wishes for continued success
  in his future endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Hackler as an expression of high regard by the
  Texas House of Representatives and Senate.
