A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment authorizing the legislature |
|
|
to allocate a portion of oil and gas production tax revenue to the |
|
|
counties from which the oil and gas originated. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Article III, Texas Constitution, is amended by |
|
|
adding Section 51-b to read as follows: |
|
|
Sec. 51-b. The legislature by general law may allocate a |
|
|
portion of oil and gas production tax revenue not otherwise |
|
|
allocated by this constitution to the counties from which the oil |
|
|
and gas originated to be used solely for the purpose of |
|
|
supplementing construction and maintenance of county roads and |
|
|
bridges that are impacted by oil and gas exploration and production |
|
|
activities. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 5, 2019. |
|
|
The ballot shall be printed to permit voting for or against the |
|
|
proposition: "The constitutional amendment authorizing the |
|
|
legislature to allocate a portion of oil and gas production tax |
|
|
revenue to the counties from which the oil and gas originated." |
