A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment requiring the legislature to |
|
|
set the basic allotment under the Foundation School Program at an |
|
|
amount that reflects a change in the total taxable value of property |
|
|
in the state. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Article VII, Texas Constitution, is amended by |
|
|
adding Section 3A to read as follows: |
|
|
Sec. 3A. For each state fiscal year, the Legislature shall |
|
|
set the basic allotment under the Foundation School Program at the |
|
|
amount that results from applying the percentage change in total |
|
|
taxable value of property in the state for the current tax year as |
|
|
compared to the preceding tax year to the basic allotment |
|
|
established by the Legislature for the preceding school year, |
|
|
except that the basic allotment may not be set at an amount that is |
|
|
less than the amount of the basic allotment established by the |
|
|
Legislature by statute. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 5, 2019. |
|
|
The ballot shall be printed to permit voting for or against the |
|
|
proposition: "The constitutional amendment requiring the |
|
|
legislature to set the basic allotment under the Foundation School |
|
|
Program at an amount that reflects a change in the total taxable |
|
|
value of property in the state." |
