A JOINT RESOLUTION
  proposing a constitutional amendment authorizing the legislature
  to provide for the assessment of ad valorem taxes on real property
  on the basis of the lesser of the appraised value of the property or
  the average appraised value of the property over a specified time
  period and authorizing exceptions to the assessment of those taxes
  based on that method.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1, Article VIII, Texas Constitution, is
  amended by adding Subsection (b-1) to read as follows:
         (b-1)  Notwithstanding any other provision of this article,
  the legislature by general law may provide that ad valorem taxes be
  assessed on real property for a year on the basis of the lesser of
  the appraised value of the property for that year or the average
  appraised value of the property during the five-year period ending
  with the year for which the taxes are assessed.  A general law
  enacted under this subsection may provide for the exclusion under
  circumstances determined by the legislature of one or more years
  from the period used to calculate the average appraised value,
  including if the appraised value of the property decreases
  significantly in a year.  A general law enacted under this
  subsection may prescribe procedures for the administration of this
  subsection, including provisions for its implementation in stages.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 5, 2019.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing the
  legislature to provide for the assessment of ad valorem taxes on
  real property on the basis of the lesser of the appraised value of
  the property or the average appraised value of the property for the
  most recent five years and authorizing exceptions to the assessment
  of those taxes based on that method."
