A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment to prohibit governmental |
|
|
entities from spending public money on legislative lobbying. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Article XVI, Texas Constitution, is amended by |
|
|
adding Section 74 to read as follows: |
|
|
Sec. 74. A governmental entity may not spend public money to |
|
|
directly or indirectly influence or attempt to influence the |
|
|
outcome of any legislation pending before the legislature. The |
|
|
legislature may enact laws to implement this section. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 5, 2019. |
|
|
The ballot shall be printed to permit voting for or against the |
|
|
proposition: "The constitutional amendment to prohibit the use of |
|
|
public money by governmental entities for legislative lobbying." |
