A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment to require the legislature to |
|
|
appropriate funds to state institutions of higher education to fund |
|
|
certain education programs for veterans. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Article VII, Texas Constitution, is amended by |
|
|
adding Section 21 to read as follows: |
|
|
Sec. 21. The legislature shall appropriate to each state |
|
|
institution of higher education, out of the first money coming into |
|
|
the treasury not otherwise appropriated by this constitution, an |
|
|
amount sufficient to fund at least 50 percent of the cost to the |
|
|
institutions of providing tuition and fee exemptions for veterans |
|
|
under a program created by the legislature by general law. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 5, 2019. |
|
|
The ballot shall be printed to provide for voting for or against the |
|
|
proposition: "The constitutional amendment requiring the |
|
|
legislature to appropriate funds to state institutions of higher |
|
|
education to fund certain education programs for veterans." |
