R E S O L U T I O N
 
         WHEREAS, The Hopkins County Fire Department celebrated the
  20th anniversary of its founding on January 4, 2019; and
         WHEREAS, Before the establishment of the county fire
  department, fire protection in rural areas was handled by various
  local volunteer fire departments, which contracted with the Hopkins
  County Commissioners Court; however, in the late 1990s, the
  commissioners court decided to fund a paid department headquartered
  in the middle of the county to ensure an optimal response time to
  emergency situations; and
         WHEREAS, The Hopkins County Fire Department first began
  service in 1999, initially operating without a station building; in
  2006, the county received an intermodal grant and constructed the
  Station 20 headquarters in Sulphur Springs; and
         WHEREAS, From the beginning, this new centralized approach to
  fire response was designed to supplement, not replace, the local
  volunteer fire departments, and it continues to work in cooperation
  with 12 volunteer agencies in the county for the common good of area
  residents; and
         WHEREAS, Over the years, the Hopkins County Fire Department
  has grown into a full service unit that staffs two engines Monday
  through Friday during the day and one engine at night and on the
  weekends; Station 20 employs a total of 25 first responders to
  ensure full coverage 24 hours per day; and
         WHEREAS, For two decades, the dedicated and courageous
  firefighters of the Hopkins County Fire Department have devoted
  themselves to protecting the lives and property of their fellow
  citizens, and this notable milestone presents a fitting opportunity
  to recognize their vital contributions; now, therefore, be it
         RESOLVED, That the House of Representatives of the 86th Texas
  Legislature hereby congratulate the Hopkins County Fire Department
  on the occasion of its 20th anniversary and extend to its members
  sincere best wishes for continued success with their important
  work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the department as an expression of high regard by the
  Texas House of Representatives.
