         WHEREAS, A full and productive life drew to a close with the
  passing of Joseph Elmer Huff III of Galveston on February 7, 2019,
  at the age of 65; and
         WHEREAS, Joe Huff was born in Norfolk, Virginia, on November
  7, 1953, to Joseph and Louise Huff; he graduated from Emory & Henry
  College in Virginia with a bachelor's degree in political science
  and mass communications and later completed the coursework for a
  master's degree in cross-cultural studies at the University of
  Houston-Clear Lake; and
         WHEREAS, In Virginia, Mr. Huff worked for the Virginia
  Housing Development Authority as its public and community
  information officer and for the Portsmouth Redevelopment and
  Housing Authority as its project director; in 1980, he moved to
  Texas after being hired as manager of public and community
  relations at the Port of Galveston; two years later, he became the
  director of public affairs for Galveston College, where he retired
  after 35 years of service in December 2017; and
         WHEREAS, An active and much-admired citizen of Galveston,
  Mr. Huff held such leadership roles as president of the Rotary Club
  and the Galveston Attractions Association and chair of the local
  Red Cross chapter and the city's Committee on Unity and Tolerance,
  in addition to being affiliated with a host of other organizations,
  boards, and committees; he was honored with the 1987 Distinguished
  Service Award from the City of Galveston and the 1999 Island Rotary
  Vocational Service Award; and
         WHEREAS, Joe Huff gave freely of his time and expertise to
  make his community a better place, and he leaves behind a record of
  professional and civic contributions that his loved ones can
  remember with pride; now, therefore, be it
         RESOLVED, That the House of Representatives of the 86th Texas
  Legislature hereby pay tribute to the life of Joseph Elmer Huff III
  and extend sincere sympathy to the members of his family: to his
  sons, Joseph E. Huff IV and his wife, Amandalyn, and Preston
  C. Huff and his wife, Lucia; to his grandchildren, Abbygail Huff,
  Preston Collin Huff II, and Joseph E. Huff V; to his sister,
  Virginia Lee Delk, and her husband, Howard; to his brothers,
  Russell Huff and his wife, Leslie, and Robert Huff; and to his other
  relatives and friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Joseph
  Elmer Huff III.
