R E S O L U T I O N
         BE IT RESOLVED by the House of Representatives of the State of
  Texas, 86th Legislature, Regular Session, 2019, That House Rule 13,
  Section 9(a), be suspended in part as provided by House Rule 13,
  Section 9(f), to enable the conference committee appointed to
  resolve the differences on House Bill 2327 (preauthorization of
  certain medical care and health care services by certain health
  benefit plan issuers and to the regulation of utilization review,
  independent review, and peer review for health benefit plan and
  workers' compensation coverage) to consider and take action on the
  following matter:
         House Rule 13, Section 9(a)(1), is suspended to permit the
  conference committee to amend text not in disagreement in proposed
  SECTION 3.02 of the bill, in the transition language, to read as
  follows:
         SECTION 3.02.  The changes in law made by Article 2 of this
  Act apply only to utilization, independent, or peer review
  requested on or after September 1, 2020. Utilization, independent,
  or peer review requested before September 1, 2020, is governed by
  the law as it existed immediately before the effective date of this
  Act, and that law is continued in effect for that purpose.
         Explanation: The change is necessary to delay the
  implementation of Article 2 of the bill by a year.
