R E S O L U T I O N
|
|
|
BE IT RESOLVED by the House of Representatives of the State of |
|
|
Texas, 86th Legislature, Regular Session, 2019, That House Rule 13, |
|
|
Section 9(a), be suspended in part as provided by House Rule 13, |
|
|
Section 9(f), to enable the conference committee appointed to |
|
|
resolve the differences on House Bill 2327 (preauthorization of |
|
|
certain medical care and health care services by certain health |
|
|
benefit plan issuers and to the regulation of utilization review, |
|
|
independent review, and peer review for health benefit plan and |
|
|
workers' compensation coverage) to consider and take action on the |
|
|
following matter: |
|
|
House Rule 13, Section 9(a)(1), is suspended to permit the |
|
|
conference committee to amend text not in disagreement in proposed |
|
|
SECTION 3.02 of the bill, in the transition language, to read as |
|
|
follows: |
|
|
SECTION 3.02. The changes in law made by Article 2 of this |
|
|
Act apply only to utilization, independent, or peer review |
|
|
requested on or after September 1, 2020. Utilization, independent, |
|
|
or peer review requested before September 1, 2020, is governed by |
|
|
the law as it existed immediately before the effective date of this |
|
|
Act, and that law is continued in effect for that purpose. |
|
|
Explanation: The change is necessary to delay the |
|
|
implementation of Article 2 of the bill by a year. |
