R E S O L U T I O N
|
|
|
BE IT RESOLVED by the House of Representatives of the State of |
|
|
Texas, 86th Legislature, Regular Session, 2019, That House Rule 13, |
|
|
Section 9(a), be suspended in part as provided by House Rule 13, |
|
|
Section 9(f), to enable the conference committee appointed to |
|
|
resolve the differences on House Bill 3745 (the Texas emissions |
|
|
reduction plan fund and account) to consider and take action on the |
|
|
following matter: |
|
|
House Rule 13, Section 9(a)(1), is suspended to permit the |
|
|
committee to amend text not in disagreement in proposed SECTION |
|
|
1.07 of the bill, in amended Section 386.252(a)(9), Health and |
|
|
Safety Code, to read as follows: |
|
|
(9) at least $6 million but not more than $16 [$8] |
|
|
million may be used by [is allocated to] the commission for |
|
|
administrative costs, including all direct and indirect costs for |
|
|
administering the plan, costs for conducting outreach and education |
|
|
activities, and costs attributable to the review or approval of |
|
|
applications for marketable emissions reduction credits; |
|
|
Explanation: The change is necessary to ensure that |
|
|
sufficient funds are available to the Texas Commission on |
|
|
Environmental Quality for costs associated with the administration |
|
|
of the Texas emissions reduction plan. |
