A BILL TO BE ENTITLED
 
AN ACT
 
  relating to the reporting of information about the use of federal
  money for flood research, planning, and mitigation projects.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subtitle B, Title 10, Government Code, is
  amended by adding Chapter 2061 to read as follows:
  CHAPTER 2061. FLOOD RESEARCH, PLANNING, AND MITIGATION REPORTING
         Sec. 2061.001.  DEFINITIONS. In this chapter, "state
  agency" means:
               (1)  a department, commission, board, office, or other
  agency in the executive branch of state government created by the
  state constitution or a state statute; and
               (2)  a general academic teaching institution as defined
  by Section 61.003, Education Code.
         Sec. 2061.002.  REPORT REQUIRED. (a)  A state agency that
  uses or disburses federal money for flood research, planning, or
  mitigation projects shall submit a report on a quarterly basis to
  the Texas Water Development Board.
         (b)  The report shall include the following information
  about federal money used or disbursed for flood research, planning,
  or mitigation projects:
               (1)  the original total of federal money received;
               (2)  the amount of the federal money spent or disbursed
  to date; and
               (3)  the eligibility requirements for receiving the
  federal money.
         SECTION 2.  Subchapter B, Chapter 16, Water Code, is amended
  by adding Section 16.025 to read as follows:
         Sec. 16.025.  REPORTING OF FEDERAL MONEY USED FOR FLOOD
  RESEARCH, PLANNING, AND MITIGATION PROJECTS. The board shall
  maintain and make available on the board's Internet website a
  publicly accessible database of the information submitted under
  Section 2061.002, Government Code.
         SECTION 3.  This Act takes effect September 1, 2019.
