A BILL TO BE ENTITLED
 
AN ACT
  relating to a pilot program to provide home-delivered meals to
  certain individuals.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 33, Human Resources Code,
  is amended by adding Section 33.037 to read as follows:
         Sec. 33.037.  HOME-DELIVERED MEALS PILOT PROGRAM.  (a)  The
  commission shall develop and implement a pilot program to provide
  home-delivered meals to a targeted group of individuals, selected
  by the commission, with a medical condition that would improve with
  home-delivered meals.
         (b)  Using existing resources, the commission may spend not
  more than $2 million to develop and implement the pilot program.
         (c)  The commission shall implement the pilot program in one
  urban and one rural region of the state, selected by the commission
  based on the availability of and need for home-delivered meal
  services.  Within each region, the commission shall ensure
  medically tailored meals are provided to one subset of individuals
  and standard meals are provided to the other subset of individuals.
         (d)  To the extent practicable, the commission shall seek to
  contract with an entity that provides additional services along
  with home-delivered meal services.
         (e)  The commission shall operate the pilot program for one
  year.
         (f)  The commission shall track health outcomes of and the
  use of health care services by individuals participating in the
  pilot program and analyze the data to determine if the pilot program
  results in health care savings.  The commission shall partner with
  an institution of higher education to conduct the analysis under
  this subsection.
         (g)  Not later than October 31, 2020, the commission shall
  prepare and submit to the legislature a report describing the
  results of the analysis under Subsection (f) and recommendations
  regarding the continuation or expansion of the program.
         (h)  This section expires December 31, 2020.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
