A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study on the allocation and expenditure of tobacco |
|
settlement agreement money. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) In this Act, "tobacco settlement agreement" |
|
means the Comprehensive Settlement Agreement and Release filed on |
|
January 16, 1998, in the United States District Court, Eastern |
|
District of Texas, in the case styled The State of Texas v. The |
|
American Tobacco Co., et al., No. 5-96CV-91, and all subsequent |
|
amendments. |
|
(b) The Health and Human Services Commission, in |
|
cooperation with any relevant state agencies, shall conduct a study |
|
to determine the allocation and expenditure of tobacco settlement |
|
agreement money. |
|
(c) In conducting the study, the commission shall: |
|
(1) identify recipients of tobacco settlement |
|
agreement money, disaggregated by: |
|
(A) age; |
|
(B) race or ethnicity; and |
|
(C) region of the state; and |
|
(2) determine if any communities or groups did not |
|
receive tobacco settlement agreement money to help in the |
|
prevention and treatment of tobacco-related diseases. |
|
(d) Not later than December 1, 2020, the commission shall |
|
prepare and submit to the House Health and Human Services Committee |
|
and Senate Public Health Committee a written report containing the |
|
results of the study and any recommendations for legislative or |
|
other action. |
|
(e) This Act expires September 1, 2021. |
|
SECTION 2. This Act takes effect September 1, 2019. |
