A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to voting while confined in jail. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter E, Chapter 31, Election Code, is |
|
amended by adding Section 31.125 to read as follows: |
|
Sec. 31.125. VOTER EDUCATION FOR PERSONS CONFINED IN JAIL. |
|
(a) The secretary of state, the authority in charge of the jail in |
|
each county, and the early voting clerk of each county shall take |
|
appropriate action to: |
|
(1) inform each qualified voter confined in jail of |
|
the voter's right to vote; and |
|
(2) provide the qualified voter an opportunity to |
|
vote. |
|
(b) The authority in charge of the jail shall allow a person |
|
who is qualified to vote and confined in jail access to a voter |
|
registrar or deputy voter registrar for the purpose of submitting |
|
an application to register to vote. |
|
SECTION 2. This Act takes effect September 1, 2019. |
