A BILL TO BE ENTITLED
|
|
AN ACT
|
|
|
relating to an appropriation of money from the general revenue fund |
|
to the State Soil and Water Conservation Board for the purpose of |
|
eradicating Carrizo cane, contingent on the receipt of federal |
|
funds for the same purpose. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. APPROPRIATION. If the State Soil and Water |
|
Conservation Board receives at least $10 million in federal funds |
|
for use during the state fiscal biennium ending August 31, 2021, for |
|
the purpose of eradicating Carrizo cane along the Rio Grande River, |
|
then the amount of $10 million is appropriated from the general |
|
revenue fund to the State Soil and Water Conservation Board for the |
|
state fiscal biennium ending August 31, 2021, for the purpose of |
|
eradicating Carrizo cane along the Rio Grande River. |
|
SECTION 2. FISCAL RESPONSIBILITY. The State Soil and Water |
|
Conservation Board is required to implement a provision of this Act |
|
only if the legislature appropriates money specifically for that |
|
purpose. If the legislature does not appropriate money |
|
specifically for that purpose, the board may, but is not required |
|
to, implement a provision of this Act using other appropriations |
|
available for that purpose. |
|
SECTION 3. EFFECTIVE DATE. This Act takes effect September |
|
1, 2019. |
