A BILL TO BE ENTITLED
 
AN ACT
  relating to duties of the Department of Family and Protective
  Services to provide training regarding trauma-informed programs
  and services.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 264.015, Family Code, is amended by
  adding Subsection (d) to read as follows:
         (d)  The commissioner of the department shall adopt rules
  necessary to implement this section, including definitions of
  "trauma" and "trauma-informed care," using a negotiated rulemaking
  process under Chapter 2008, Government Code.
         SECTION 2.  Not later than December 1, 2019, the
  commissioner of the Department of Family and Protective Services
  shall adopt rules in accordance with Section 264.015(d), Family
  Code, as added by this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
