A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the release of certain student information. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 51.9715, Education Code, is amended by |
|
adding Subsection (c) to read as follows: |
|
(c) An institution of higher education or a school district |
|
offering international baccalaureate courses, dual credit courses, |
|
or any other course for which the institution a student attends has |
|
awarded the student college course credit, including course credit |
|
awarded by examination, may release student information for the |
|
purposes of the transfer of course credit between institutions of |
|
higher education. Student information released under this |
|
subsection serves the legitimate educational interest of the |
|
student for whom consent would otherwise be required under the |
|
Family Educational Rights and Privacy Act of 1974 (20 U.S.C. |
|
Section 1232g). |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2019. |
