SENATE CONCURRENT RESOLUTION
|
|
WHEREAS, Bolivar Peninsula was named for Simon Bolivar, |
|
liberator of Venezuela, Columbia, Ecuador, Peru, and Panama and |
|
founder and president of Bolivia; the Peninsula has been known as a |
|
destination famous for fishing, birding, shelling, and sea bathing |
|
where many people call home for their families and their |
|
businesses; and |
|
WHEREAS, Throughout history, Bolivar Peninsula has weathered |
|
tremendous storms, each time rebuilding as a stronger and more |
|
resilient community; and |
|
WHEREAS, the Texas coastal region fuels the nation as the top |
|
state for waterborne commerce and is home to critical |
|
infrastructure that is integral to the national economy and to |
|
national security; and |
|
WHEREAS, the United States Army Corps of Engineers has |
|
initiated the Coastal Texas Protection and Restoration Feasibility |
|
Study to determine the feasibility of constructing coastal storm |
|
risk management and ecosystem restoration projects along the Texas |
|
Coast; The United States Army Corps of Engineers has recently |
|
concluded the public comment period on the Draft Integrated |
|
Feasibility Report and Environmental Impact Statement where the |
|
tentatively selected plan includes structures along Bolivar |
|
Peninsula and Galveston Island; and |
|
WHEREAS, comments from the public expressed concern with the |
|
tentatively selected plan due to consequences to homes, businesses, |
|
and the environment resulting from structures through the middle of |
|
the Peninsula; now, therefore, be it |
|
RESOLVED, That the 86th Legislature of the State of Texas, |
|
supports a revised Coastal Texas Protection and Restoration |
|
Feasibility Study tentatively selected plan that reflects |
|
community input from the Bolivar Peninsula received during the |
|
public comment period and ; and, be it further |
|
RESOLVED, The State of Texas recognizes the need of |
|
protecting the Texas coast; any structure on Bolivar Peninsula |
|
should protect not damage the community; and, be it further |
|
RESOLVED, That the Texas secretary of state forward official |
|
copies of this resolution to the commissioner of the Texas General |
|
Land Office, the United States Army Corps of Engineers, and to all |
|
members of the Texas delegation to Congress with the request that |
|
this resolution be officially entered in the Congressional Record. |
