A JOINT RESOLUTION
  proposing a constitutional amendment to allow the transfer of a dog
  used for county law enforcement purposes to the dog's handler on the
  dog's retirement.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article III, Texas Constitution, is amended by
  adding Section 52l to read as follows:
         Sec. 52l.  On the retirement of a dog owned and used by a
  county for law enforcement purposes, the county may transfer
  ownership of the dog to the dog's handler at no cost to the handler.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 5, 2019.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment to allow the transfer
  of a dog used for county law enforcement purposes to the dog's
  handler on the dog's retirement."
