A JOINT RESOLUTION
  proposing a constitutional amendment to prohibit an appraisal
  district or the appraisal review board for an appraisal district
  from requiring a property owner to pay a fee in connection with a
  protest filed by the owner with the board.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 18, Article VIII, Texas Constitution, is
  amended by adding Subsection (c-1) to read as follows:
         (c-1)  An appraisal entity or the board of equalization for
  an appraisal entity may not require a property owner to pay a fee in
  connection with a protest filed by the owner with the board of an
  action that the Legislature by general law authorizes to be the
  subject of a protest.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 5, 2019.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment to prohibit an
  appraisal district or the appraisal review board for an appraisal
  district from requiring a property owner to pay a fee in connection
  with a protest filed by the owner with the board.
