SENATE RESOLUTION NO. 658
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Dr. Tarron J. Richardson for his outstanding service
  as DeSoto city manager; and
         WHEREAS, Dr. Richardson began his distinguished career in
  DeSoto in 2009 as assistant city manager, after holding a number
  of city leadership positions in Richmond, Virginia, and
  Coatesville, Pennsylvania; he was named DeSoto city manager and
  chief executive officer in 2011; and
         WHEREAS, Under his leadership, the City of DeSoto's
  financial health and stability significantly improved, and during
  challenging economic circumstances, the city was able to maintain a
  constant tax rate for four consecutive years; the city also
  received two bond-rating upgrades and achieved unprecedented
  growth in its fund reserves and revenue sources; and
         WHEREAS, Over a three-year period, Dr. Richardson has been
  instrumental in implementing a 1.75 percent tax reduction and in
  increasing the city's contribution rate to city employees'
  retirement plans; he has also played an important role in helping
  multiple city departments receive national and state
  accreditation awards; and
         WHEREAS, An exemplary public servant, Dr. Richardson is
  respected and admired by his colleagues and area citizens, and
  his presence as DeSoto city manager will be greatly missed; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 86th
  Legislature, hereby commend Dr. Tarron J. Richardson on his many
  contributions to the City of DeSoto and extend to him best wishes
  for continued success in all his endeavors; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
