The Senate adopted the following resolutions:

Commending the 2019 Fellows from the University of Houston Hobby School of Public Affairs.

Suspending limitations on conference committee jurisdiction on SB 2.

Suspending limitations on conference committee jurisdiction on HB 3.

The Senate concurred in House amendments to the following:

Proposing a constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board to provide financial assistance for the development of certain projects in economically distressed areas.

Relating to state and regional flood planning.

Relating to the exemption from ad valorem taxation of leased motor vehicles that are not held primarily for the production of income by the lessee.

Relating to certain required reports received or prepared by state agencies and other governmental entities.

Relating to permits for certain injection wells that transect a portion of the Edwards Aquifer.

Relating to the storage and recovery of water in a portion of the Edwards Aquifer.

Relating to the creation of the Brickston Municipal Utility District; granting a limited power of eminent domain; providing authority to issue bonds; providing authority to impose assessments, fees, and taxes.

Relating to prohibiting the use of certain aversive techniques on students enrolled in public schools.

Relating to the creation of a criminal offense for fabricating a deceptive video with intent to influence the outcome of an election.

Relating to a requirement that a school district adopt a cybersecurity policy.

Relating to the creation of the advisory council on postsecondary education for persons with intellectual and developmental disabilities.

Relating to compensation to be paid to an emergency services district for a municipality's annexation of the district's territory.

Relating to securities contracts entered into by the Texas Treasury Safekeeping Trust Company.

Relating to the effect of certain felony convictions of certain corrections employees.

Relating to student loan repayment assistance under the math and science scholars loan repayment program.

Relating to public health and safety; authorizing the imposition of a tax.

Relating to the review of certain occupational licensing rules by the office of the governor.

Relating to certain advocacy and legal services for Texas Veterans and to tuition and fees for certain military spouses and dependents.

Relating to approval of school district and charter school partnerships to operate school district campuses and programs and to eligibility for state funding.

Relating to the recording by a county clerk of certain documents concerning real or personal property.

Relating to the admissibility of evidence in the prosecution of an offense against a family member or certain other individuals or involving exploitation of certain vulnerable individuals.

Relating to the designation of the portion of Interstate Highway 14 in Bell County as the First Cavalry Division Veterans Highway.

Relating to the procedure for amending or revoking certificates of public convenience and necessity issued to certain water utilities.

Relating to the eligibility of persons convicted of certain offenses to serve as a member of a board of trustees of a school district.

Relating to the provision by the Texas Water Development Board of financial assistance for the development of certain projects in economically distressed areas.

Relating to the creation of the Van Alstyne Municipal Utility District No. 2 of Collin County; granting a limited power of eminent domain; providing authority to issue bonds; providing authority to impose assessments, fees, and taxes.

Relating to the administration of the Agua Special Utility District; creating a criminal offense.

Relating to the creation of the Save Historic Muny District; providing authority to issue bonds; providing authority to impose fees.

Relating to developing a strategic plan regarding implementation of prevention and early intervention services and community-based care and conducting a study regarding the resources provided to foster parents.

Relating to criminal or juvenile procedures regarding persons who are or may be persons with a mental illness or intellectual disability and the operation and effects of successful completion of a mental health court program.

Relating to the regulation of child-care facilities and family homes; providing administrative penalties.

Relating to the appointment of a local public defender's office to represent indigent defendants in criminal cases.

Relating to the continuation and functions of the Department of Public Safety of the State of Texas, the conditional transfer of the driver licensing program to the Texas Department of Motor Vehicles, the abolition of the Texas Private Security Board, the transfer of the motorcycle and off-highway vehicle operator training programs to the Texas Department of Licensing and Regulation, and the regulation of other programs administered by the Department of Public Safety; imposing an administrative penalty; authorizing and repealing the authorization for fees.

Relating to adoption of a uniform swimming pool and spa code for use in municipalities in this state.

Relating to the punishment for certain intoxication offenses, the conditions of bond for defendants charged with certain intoxication offenses, and the eligibility for deferred adjudication community supervision of defendants who committed certain intoxication offenses.

Relating to the regulation of certain motor vehicle dealers; waiving certain fees.

Relating to the creation of the Rose City Municipal Utility District; granting a limited power of eminent domain; providing authority to issue bonds; providing authority to impose assessments and fees.
