HB26 by Metcalf (Relating to the creation of an alert system to notify affected persons of certain releases of water from certain dams.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to require the Texas Commission on Environmental Quality (TCEQ) to establish the Texas Dam Release Alert System with cooperation from the Texas Department of Transportation, the Office of the Governor, dam operations and other appropriate emergency response agencies and that this alert system would operate in conjunction with other emergency alert systems.

Based on information provided by the Texas Commission on Environmental Quality, the Trusteed Programs Within the Office of the Governor, the Department of Transportation, and the Commission on State Emergency Communications, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.

Local Government Impact

Local governments will likely be impacted to the extent that it will be necessary to coordinate with TCEQ to carry out the bill's provisions.
