HB30 by Hinojosa (Relating to the transfer of unused long-acting reversible contraceptive products under Medicaid and the Healthy Texas Women program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would allow a health care provider under Medicaid or the Healthy Texas Women program to transfer to a recipient under those programs a long-acting reversible contraceptive (LARC) product prescribed by the provider to another recipient in certain circumstances. It is assumed the provisions of the bill can be implemented within the available resources of the Health and Human Services Commission (HHSC).

According to HHSC, the bill definition of LARC includes products not currently covered. If the bill were interpreted to require coverage of those products there could be an associated significant cost; however, the Healthy Texas Women program is not an entitlement and any increased cost associated with the new benefit could instead result in fewer women served under the program. The increased cost in the Medicaid program would not be significant.
