No significant fiscal implication to the State is anticipated.

The bill would amend the Agriculture Code to regulate the purchase of pecan buyers in certain counties. It would require the completion of a proof of purchase form by certain buyers and would create a civil penalty for a buyer who fails to complete the form as required. The civil penalty, which would be collected by the attorney general or the county or district attorney through a suit to collect, would be divided 50-50 between the state and the county. Based on the analysis of the Department of Agriculture and the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
