The bill would require the Texas Department of Housing and Community Services to conduct a study evaluating several factors related to migrant labor housing facilities. A written report containing findings and recommendations would be due by September 1, 2020.
The bill would take effect September 1, 2019.
Fiscal Analysis
The TDHCA anticipates that the agency would need to hire an outside vendor to conduct the study and write the required report.
Methodology
Due to insufficient agency resources to conduct the study required by the bill, TDHCA would hire a third party vendor. In developing its cost estimate, the agency looked at the existing scope of data on migrant housing, the anticipated outreach and survey work that would be needed, and the travel involved. The agency estimated the cost would be $150,000 in General Revenue Funds in fiscal year 2020 for the third party vendor's professional services.
Local Government Impact
According to the Texas Association of Counties, no fiscal implication to units of local government is anticipated.
