No significant fiscal implication to the State is anticipated.
The bill would amend the Penal Code to create a criminal offense for the display of false caller identification information with intent to defraud. The offense created by this bill would be a Class A misdemeanor.
According to the Office of Court Administration, no significant impact to the state court system is anticipated.
According to the Comptroller of Public Accounts, the fiscal impact on the state cannot be estimated.
This analysis assumes the provisions of the bill addressing sanctions for criminal offenses would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
Local Government Impact
A Class A misdemeanor is punishable by a fine of not more than $4,000, confinement in jail for a term not to exceed one year, or both. Costs associated with enforcement, prosecution and confinement could likely be absorbed within existing resources. Revenue gain from fines imposed and collected is not anticipated to have a significant fiscal implication.
According to the Office of Court Administration, no significant fiscal impact to local courts is anticipated.
According to El Paso County the bill would have no impact on their jurisdiction unless telecommunication companies began to charge a fee for obtaining records for evidentiary purposes.
