HB104 by Johnson, Eric (Relating to the inclusion of an incarcerated person in the population data used for redistricting according to the person's last residence before incarceration.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Comptroller to prepare adjusted population counts for the state following the release of the federal decennial census to reflect incarcerated persons' last address prior to incarceration rather than the location of the incarceration facility. Each state and local government entity that operates a facility for the incarceration of persons will responsible for submitting the necessary information to the comptroller.
