No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to require municipalities to conduct a comprehensive plan every five years. The bill would require an environmental evaluation report be part of the comprehensive plan.
Local Government Impact
According to the Texas Municipal League, the process for updating a comprehensive plan and for conducting an environmental evaluation report as required by the bill would be complicated and time consuming. Additional staff, consultants, and experts would more than likely be needed to complete these requirements. The fiscal impact could be significant, particularly in smaller or medium size cities.
