LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 7, 2019

TO:
Honorable John Zerwas, Chair, House Committee on Appropriations

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB230 by Krause (Relating to reporting by political subdivisions regarding the receipt or expenditure of federal funds.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require political subdivisions that receive or expend a federal grant or federal funds not appropriated by the legislature to report to the Legislative Budget Board, the comptroller, and the governor, no later than the 90th day of the political subdivision's fiscal year, the total amount of federal funds received or expended in the prior fiscal year and the use or purpose of those federal funds.  This analysis assumes that the provisions of the bill could be absorbed using existing resources.

Local Government Impact

Jefferson County, Cameron County, and Collin County do not anticipate a significant fiscal impact to their counties.

Harris County estimates a fiscal impact to their county of $400,000 annually for additional employees necessary to comply with provisions of the bill.
