The bill would amend the Transportation Code to authorize the establishment of a regional mobility district in certain counties and establishes certain provisions for the governance of this district. Provides for the imposition of an optional county fee.

According to the Texas Association of Counties, no significant impact to counties is anticipated. No impact on existing Regional Mobility Authorities is anticipated.
According to TxDMV, the estimated cumulative local revenue gain from the optional fee would be $7,850,350 from fiscal year 2020 through fiscal year 2024.
