HB382 by Ortega (Relating to the authority to establish a customer assistance program for certain municipally owned utilities.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize certain municipally owned utilities to establish a bill payment assistance program and to define the customers who may be offered this assistance.

According to the Public Utility Commission of Texas, the bill would have no significant fiscal impact and any work resulting from implementing the provisions of the bill could be accomplished using existing resources.

According to the Office of Public Utility Counsel, no fiscal implication to the state is anticipated.

Local Government Impact

According to the Public Utility Commission of Texas (PUC),  the bill may have a local impact if Brownsville Public Utilities Board establishes a bill payment assistance program as set forth in the bill. However, the local impact cannot be determined by the PUC at this time.
