LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 18, 2019

TO:
Honorable Kelly Hancock, Chair, Senate Committee on Business & Commerce

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB402 by Thompson, Senfronia (Relating to the adoption of the Uniform Electronic Legal Material Act.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require the adoption of standards established by the Uniform Electronic Legal Material Act. Analysis by the Secretary of State indicates there would be one-time implementation costs, as well as ongoing information technology cost associated with these requirements. In addition, analysis by the Texas Library and Archives Commission indicates there would be one-time personnel costs to implement the provisions of the bill. However, based on that analysis, it is assumed that these costs could be absorbed using existing state resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
