No significant fiscal implication to the State is anticipated.
The bill would amend the Parks and Wildlife Code related to registration as an organ donor and a voluntary contribution to the organ donor registry when applying for a hunting or fishing license. The Parks and Wildlife Department would be required to send all voluntary contributions to the Comptroller of Public Accounts for deposit into the Glenda Dawson Donate Life - Texas Registry Fund No. 801 outside the Treasury.
According to the Comptroller of Public Accounts, the revenue implications based on voluntary contributions to the organ donor registry cannot be determined. Based on analysis of the Parks and Wildlife Department, duties and responsibilities associated with implementing the bill provisions could be accomplished by utilizing existing resources.
The legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside of the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.
