No fiscal implication to the State is anticipated.
The bill would require the Legislature to set the basic allotment under Section 42.101 of the Education Code and the guaranteed yield of state and local funds per weighted student per cent of tax effort under Section 42.302 of the Education Code to equal amounts necessary to achieve a proposed constitutional requirement that the state pay at least 50 percent of the cost of maintaining and operating the public school system.
The bill takes effect only if a constitutional amendment requiring the state pay at least fifty percent of the maintenance and operations of schools is approved by voters. This analysis assumes the costs associated with implementing the provisions of the bill would have no fiscal implication to the State, since the fiscal implication of achieving the proposed constitutional requirement would instead be associated with the accompanying resolution.
