No significant fiscal implication to the State is anticipated.

It is assumed that the provisions of the bill relating to prohibiting the use of student loan default or breach of a student loan repayment or scholarship contract as a ground for refusal to grant or renew certain professional or occupational licenses or other disciplinary action would not result in a significant cost or revenue impact.

The bill would take immediate effect if it receives a two-thirds vote of all members elected to each house.  If not, it would take effect September 1, 2019. 

Local Government Impact

No fiscal implication to units of local government is anticipated.
