HB518 by Springer (Relating to fire safety inspections.), As Introduced

Depending upon the number of local governments and individuals that would elect to obtain fire inspector credentials from other agencies or entities with authority over fire safety inspections, there would be an indeterminate fiscal impact to the state.

The bill would expand the entities that may provide certification of fire safety inspectors, trained in accordance with the Standard for Professional Qualifications for Fire Inspector and Plan Examiner as established by the National Fire Protection Association (NFPA), to include: Commission on Fire Protection (TCFP); the State Fireman's and Fire Marshals' Association; the NFPA; the International Code Council; or any other state agency with authority over fire safety inspections.

According to TCFP, the bill would result in indeterminable revenue loss as the number of local governments and individuals that would elect to obtain fire inspector credentials from other agencies or entities with authority over fire safety inspections is unknown.

TCFP is dependent on agency-generated revenue, or has an Appropriation Limited to Revenue Collection rider, for their operations of inspections, examinations, licensing, etc. As such, the indeterminable revenue loss may significantly impact the ability of the agency to perform its statutorily mandated objectives.

Local Government Impact

Cooke County and Cameron County do not anticipate a fiscal impact to their counties.
