No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require the Department of State Health Services (DSHS) to approve sources for recipes that a cottage food production operation may use to produce acidified canned goods. The bill would require DSHS, as soon as practicable, to annually post the list of approved sources for recipes, certified laboratories, and qualified process authorities on the agency's website.
 
The bill would require the executive commissioner of the Health and Human Services Commission to adopt necessary rules to implement the provisions of the bill.
 
The bill would take effect September 1, 2019.
 
This analysis assumes that the provisions of the bill can be implemented using existing resources.
