No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to remove certain provisions allowing a municipality to exclude itself from a proposed county assistance district.

Local Government Impact

According to Cameron County, there would be no fiscal impact from the bill to the County.

According to Ft. Bend County, estimated total revenue gains for the County from additional sales tax collected would begin at $1.0 million in fiscal year 2020 and rise to $1.5 million in fiscal year 2022.  There would also be additional costs of $50,000 in fiscal year 2020 rising to $55,000 in fiscal year 2022.  The County assesses the revenue gain as insignificant compared to the overall budget for the County and of moderate importance for affected departments of the County.  The costs are assessed by the County as insignificant.

According to the Texas Municipal League, no significant impact to cities is anticipated.
