No significant fiscal implication to the State is anticipated.

The bill would amend the Labor Code relating to employment and referral services for veterans and military service members. The bill would require the Texas Workforce Commission (TWC) to establish and administer the Operation Welcome Home program to expedite the entry of veterans and military service members into the workforce through enhanced employment services. The bill would also require TWC to establish the Texas Veterans Leadership program to serve as a resource and referral network.
 
This analysis assumes the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. TWC is currently operating the Operation Welcome Home program using the agency's existing Skills Development funds and the Texas Veterans Leadership program using existing Employment Services funds.
 
The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to the House and Senate or otherwise on September 1, 2019.
